On 25 September 2019, Владимир Михайлович Алпатов, linguist and Corresponding Member ofthe Russian Academy of Sciences , led a delegation to ACLR, BLCU and attended an academic meeting co-held by ACLR and the Research Center for the Protectionof Language Resources of China. More than 40 researchers and scholars were present at the meeting.
Professor Yang Erhong delivered a speech on the Practice of Language Resources Construction, which introduced the practical application of ACLR’s efforts on language resources development and research. She also discussed the opportunities and challenges when developing language resources. Then, the Russian side and the Chinese side exchanged their views on subjects including the protection of language resources, sociolinguistics, language life, and language policy, etc.
Prof. Wang Lining from the Research Center for the Protection of Language Resources of China presented a report entitled the Project for the Protection of Language Resources of China (PPLRC) in the Context of Language Diversity, introducing features of language diversity in China and problems that emerge in the protection of China’s language resources. Prof. Wang then shared the achievements and experiences of the Project and the Yuelu Proclamation signed at the International Conference “Role of Linguistic Diversity in Building a Global Community with Shared Future” last year. Мария Яковлевна Каплунова, researcher from the Institute of Linguistics, Russian Academy of Sciences presented a report entitled The Comparative Analysis on Key Concepts between Russian and Chinese Sociolinguistics, demon strating the usage and differences of key concepts between Russian and Chinese sociolinguistics. She shared her opinions on Language Situation in China. Researcher Мария Яковлевна Каплуно, gave a report entitled Language Policy and Construction in the Russian Federation, illustrating the features and development of language policy in Russia since the Soviet Union Period.
In the last part of the meeting,the Russian side and the Chinese side held anin-depth discussion on subjects of China’s language education and usage (covering China’s minority language study and foreign language education), the relationship between application of the achievements of PPLRC, the popularity of language diversity and national languages, Russian corpus construction as well aslanguage services for the Olympic Winter Games. Both sides expressed their willing ness to future cooperation.
